Betsy Andrews Parker, MPH

We are here to help.” – Betsey Andrews Parker, CEO

Betsey Andrews Parker serves as the Chief Executive Officer of the Community Action Partnership of Strafford County (CAPSC), where she leads initiatives aimed at addressing poverty and improving the quality of life for individuals and families throughout the region. With over 28 years of leadership in public health and human services, Betsey has been instrumental in expanding CAPSC’s programs, fostering community partnerships, and driving innovative solutions to meet the evolving needs of Strafford County residents.

Under her leadership, CAPSC has grown to offer comprehensive services, including early childhood education, housing support, nutrition assistance, and workforce development programs. Betsey’s strategic vision and dedication to the community have positioned CAPSC as a critical resource in the community, recognized for its commitment to empowering individuals and advocating for systemic change.

Betsey holds a Master of Public Health (MPH) from Boston University School of Public Health and is a graduate of the University of New Hampshire. She brings extensive expertise in organizational development, public health policy, and non-profit management, coupled with a collaborative leadership style that builds strong community relationships and drives impactful, sustainable programs.

In addition to her role at CAPSC, Betsey is deeply involved in regional and national leadership. She currently serves on the board of the New England Community Action Partnership and Greater Rochester Community Health Foundation. She is also a board member of CAPLAW, a national membership organization that provides legal and financial guidance to the Community Action network. Betsey’s commitment to community service extends to her role as Past President of the Rotary Club of Dover and as a three-term elected official and Vice Chair of the Dover School Board.

  • Leslie Craigen

    Leslie Craigen is Chief Financial Officer and oversees all financial initiatives, ensures compliance with relevant laws and tax obligations, and manages organizational risks and liabilities for CAPSC. Leslie received both her Master’s Degree in Health Administration and her Bachelor’s Degree in Health Management and Policy from the University of New Hampshire. She has 22 years of experience in the long-term care industry doing finance, reimbursement analysis, and government relations, along with 6 years of experience working in the nonprofit sector for private foundations. Originally from Long Island, Leslie now lives in Barrington with her husband and 3 children and enjoys outdoor sports and traveling with her family.

  • Jamie Swan, NCRT

    Jamie Swan serves as CAPSC’s Chief Program Officer and has been with the agency since 2008. She has been working with non-profits for over twenty years with expertise in program development, budgeting, and goal setting. Originally from Pennsylvania, Jamie resides in Dover with her family.

  • Bob Arnold

    Bob Arnold is the Director of Housing Development and Revitalization and oversees property procurement, energy efficiency, and emergency heating replacement programs. Bob has extensive building experience and holds Dept. of Energy certifications as a Building Analyst, Energy Auditor, and Quality Control Inspector. Bob is a Kansas City Missouri native, Gulf War veteran, outdoorsman, avid angler, and proud husband and father. Bob has a five-gallon deep fryer he has been known to fire up for special CAPSC events.

  • Kristen Comeau

    Kristen, with 13 years of dedicated service, has been an integral part of CAPSC. As a seasoned strategist, she has played a pivotal role in elevating the organization to new heights through enhanced engagement. Her expertise spans various domains, including Employee Relations and fosters a positive work environment by nurturing strong relationships among team members. Kristen’s passion lies in creating a workplace where everyone thrives, and her commitment to excellence continues to drive positive change within the organization.

    She has lived in all corners of New Hampshire, creating a tapestry of experiences with her two beloved children—the very center of her universe. Whether it’s hiking through lush forests, kayaking on serene lakes, or simply breathing in the crisp New Hampshire air, she finds solace and inspiration in nature’s embrace. Her altruistic spirit shines through her volunteer work at Red Cross blood drives. Kristen’s dedication to giving back underscores her commitment to making a positive impact beyond office walls. Kristen is also a member of the Seacoast Human Resources Association.

  • Carrie DiGeorge

    Carrie is the Housing Development Director, where she leads new affordable housing projects from procurement through occupancy. She is a graduate of the University of Southern Maine and the Northern New England School of Banking. Carrie has also been a guest speaker on NH Public Radio’s “The Exchange,” discussing the challenges of a rising real estate market. With more than 20 years in community banking, including 17 years of construction lending, Carrie offers a strong financial background to her role. Carrie serves on the Board of Directors for the Workforce Housing Coalition of the Greater Seacoast and, along with her husband, actively participates in Big Brothers Big Sisters of NH as a mentor to a nine-year-old in Dover. She is a former board member of Southeast Habitat for Humanity and Community Action Partnership of Strafford County. Residing in Nottingham, Carrie enjoys gardening, long drives on country roads, traveling, and spending time with her husband and dogs.
