Collaboration for Affordable Housing: Elm Grove Companies and CAPSC Join Forces

Affordable housing is more than a dream for many—it’s a necessity. For individuals and families struggling to find safe, affordable homes, partnerships like the one between Elm Grove Companies and the Community Action Partnership of Strafford County (CAPSC) are making a difference in Rochester, New Hampshire.

At the heart of this collaboration lies “The Rapids on Cocheco,” one of several low-income housing developments spearheaded by Elm Grove Companies, designed to address housing insecurity while incorporating energy-efficient solutions and community-focused amenities. The Rapids is scheduled to open in Fall 2025.  Here’s how this project came to life and the impact it’s making.

What is the Low-Income Housing Tax Credit Program?

Like many New Hampshire communities, the difference between median renter income and the median rental cost for a two-bedroom unit are still wide apart, with income falling short of rents by almost 20%.  The foundation of “The Rapids on Cocheco” project, located at 29 Wadley Road in Rochester, is built upon the Low-Income Housing Tax Credit (LIHTC) Program. This federal initiative incentivizes private developers to create affordable housing by providing tax credits that make the project financially viable. Thanks to the LIHTC, Elm Grove Companies was able to secure funding to bring affordable housing to those who need it most in the Rochester area.

The program isn’t just about affordability—it’s about ensuring that high-quality, well-maintained homes are made accessible to families and individuals who deserve a safe and stable place to live. This development is proof of what’s possible when successful funding programs and compassionate initiatives intersect.

CAPSC and Elm Grove Leading the Way in Energy Efficiency

Elm Grove Companies, recognized for their commitment to meaningful community development, took the lead in developing “The Rapids on Cocheco.”  Just like previous communities such as Depot and Main in Salem,  The Rapids is more than a housing development—it’s a community. The complex offers mixed-income opportunities while maintaining its focus on affordability. Every aspect of The Rapids was thoughtfully planned—from the energy-efficient technologies used in its construction to its community-building amenities.

Comfort and sustainability are at the core of this housing project, thanks to CAPSC’s Weatherization Team led by Bob Arnold. The team introduced a variety of energy-efficient technologies and solutions that reduce environmental impact while lowering energy costs for residents.  CAPSC also provided pathways to obtain the federal and state-level funding that was critical for completion of the project.

From upgraded insulation to highly efficient heating systems, these measures make a meaningful difference in tenants’ day-to-day lives by reducing energy expenses, ensuring affordable housing doesn’t come with high utility bills.

“Our focus is ensuring that every unit we touch is both sustainable for the environment and affordable for the people living there,” Bob Arnold shared. This climate-conscious approach aligns with broader community-wide goals of energy conservation and resilience.

But “The Rapids on Cocheco” is about more than a roof over someone’s head. Elm Grove Companies designed the property with families and community-building in mind. The complex offers a range of amenities aimed at affordability and enhancing everyday life, like:

  • An On-Site Laundry Facility offering convenience right at residents’ fingertips.
  • Wireless Internet Service, because connectivity has become a necessity in today’s world.
