For six decades, Community Action Partnership of Strafford County has been a cornerstone of support, growth, and resilience in our region. From its humble beginnings in the 1960s to the robust network of programs it offers today, CAPSC has consistently adapted to meet the changing needs of the community. As we celebrate this incredible milestone, let’s take a moment to reflect on how far we’ve come—not just as an organization, but as a community—and the evolving challenges we continue to address together.
Sixty years ago, the world looked very different. In 1965, the average cost of a gallon of gas was 30 cents, a loaf of bread was 22 cents, and the median home price in the U.S. was around $19,000. Today, those numbers have skyrocketed. The average cost of gas in New Hampshire is now over $3 per gallon, a loaf of bread can cost upwards of $3, and the median home price in the state exceeds $400,000. These dramatic increases in living expenses have created new barriers for families striving to achieve financial stability.
At the same time, Strafford County has experienced significant population growth. In the 1960s, the county’s population was approximately 63,000. Today, that number has more than doubled, exceeding 130,000 residents. With this growth comes both opportunity and complexity—more voices to uplift, more needs to address, and a greater demand for programs that provide equitable access to resources.

Throughout these changes, CAPSC of Strafford County has been a steadfast presence. Founded as part of President Lyndon B. Johnson’s War on Poverty in the 1960s, CAPSC has evolved into a vital resource for individuals and entire families across the county. The organization’s services range from early childhood education and nutrition assistance to housing support, services to assist seniors, and financial literacy programs.
This evolution reflects CAPSC’s commitment to not only meeting basic needs but also empowering individuals and families to build brighter futures.
As we celebrate our 60th anniversary, we are reminded that our mission is as relevant today as it was in 1965. The rising cost of living and growing population present new challenges, but they also highlight the importance of having a strong, adaptable organization like CAPSC in our community.
This milestone is not just a celebration of our work—it’s a tribute to the thousands of residents, partners, and supporters who have made it possible. Together, we’ve helped families weather economic downturns, recover from crises, and build stronger foundations for the future.

Founded in 1965, CAPSC is the sole provider in Strafford County to offer a full suite of programs and services designed to have a measurable impact on the health and welfare of at-risk children, seniors, and people experiencing low incomes.
Without the services provided by our agency, many local residents would be without a means to provide for their basic needs, including food, education, child care, utilities assistance, transportation, housing, emergency shelter and access to other services.
